Breaking the Density Ceiling: What Zoning 23-ZTA-03 Means for Sarasota’s Skyline

f you’ve walked through the Rosemary District or the Downtown Core lately, you’ve noticed the crane counts are up. But it isn’t just “business as usual” in the construction world. We are currently witnessing the most significant shift in Sarasota’s urban planning in over a generation, driven largely by Zoning Text Amendment 23-ZTA-03, better known as the Attainable Housing Density Bonus.

For investors, developers, and residents, understanding this amendment is the key to predicting where Sarasota is headed in 2026 and beyond. In my recent analysis on how we de-risk Sarasota’s next great landmarks, I touched on the “Density Dividend”—this is exactly what we are seeing in action today.

What is 23-ZTA-03?

Approved as part of a broader effort to tackle our city’s affordability crisis, 23-ZTA-03 is a “quid pro quo” for developers. The math is simple but powerful:

In exchange for designating 15% of a project’s units as “Attainable Housing,” the City allows developers to build at up to 4x the base density.

In the past, a one-acre lot in the Downtown Core might have been capped at 50 units. Under the new bonus structure, that same acre can now host up to 200 units, provided the developer meets specific income-restricted requirements for a portion of the building.

How It’s Transforming Our Key Neighborhoods

1. The Rosemary District: From “Boutique” to “Mid-Rise”

The Rosemary District has always been the “cool, edgy” sibling to the Downtown Core. Before 23-ZTA-03, the neighborhood was defined by 4- to 5-story buildings. Now, projects like Zahrada and The Gallery are showcasing how mid-rise urbanism can thrive.

The density bonus allows for more efficient, amenitized buildings that appeal to young professionals—people who previously couldn’t afford to live within walking distance of their jobs.

2. The Downtown Core & Bayfront

In the Downtown Core (DTC) and Downtown Bayfront (DTB) zones, the impact is even more vertical. Iconic towers like the Ritz-Carlton Residences and the BLVD set the standard for luxury. Moving forward, new developers are utilizing the bonus to maximize their footprint on high-value land, creating a more diverse residential mix right in the heart of the city.

The “Attainable” Catch: What Buyers & Developers Need to Know

The 2026 landscape has brought some “guardrails” to this policy:

  • No Short-Term Loophole: Projects receiving a density bonus cannot be operated as short-term rentals. This protects the residential integrity of the building.
  • Income Tiering: The 15% set-aside is usually split between 80%, 100%, and 120% of the Area Median Income (AMI).
  • Design Parity: Attainable units must be “functionally equivalent.” You won’t find a “poor door” here; the units are indistinguishable from the outside.

The Future: A More Vibrant Downtown

The goal of 23-ZTA-03 wasn’t just to build more; it was to build better. By increasing density, Sarasota is leaning into a more walkable, transit-oriented future. We see this energy flowing into adjacent areas like Laurel Park and Burns Court, which remain the historic “souls” of our urban heart.
